The artwork depicts a peaceful scenery between mountain and river. And painted Chinese characters translate to: "river, mountain and a solitary lifestyle at ease". It’s food safe, of course. And also dishwasher safe. However, I strongly recommend that you wash and dry it by hand, and use it gently. Please do not use on an open flame, gas or electric stove-top. And try to avoid alternating hot and cold, which could cause cracking.
